We also understand the unique requirements of Tribal health organizations, Indian Health Service facilities, and Federally Qualified Health Centers, including regulatory considerations, funding structures, and long-term growth planning. Carmen Zamora
Carmen Zamora brings twenty years of experience in healthcare administration, program development, and quality management within tribal and community health systems. Her work includes Health Service Master Planning for Tribes and the Indian Health Service, preparation of Program Justification Documentation (PJD) and Program of Requirements (POR) planning documents for IHS, and strategic capital investment planning.
She previously held executive leadership roles at Federally Qualified Health Centers in New Mexico and Arizona, serving as Chief of Clinical Operations at Mariposa Community Health Center and as Director of Community and Organizational Development at Hidalgo Medical Services for ten years. In these roles, she led performance improvement initiatives, advanced patient-centered medical home certification efforts, and developed care coordination models grounded in clinical operations and regulatory compliance.
Carmen’s experience bridges healthcare operations and facility planning. She brings a systems-level perspective focused on aligning clinical workflows, regulatory requirements, capital planning, and resource stewardship to improve patient outcomes and organizational performance.
Max Parrill
Max Parrill is a licensed and board-certified healthcare architect with more than twenty years of experience delivering complex facilities for tribal, Veterans Affairs, and private healthcare clients. His work spans the full project lifecycle, from master planning and programming through construction oversight and final completion.
He brings direct experience translating strategic planning and funding requirements into durable, high-performing healthcare environments. Having led design and construction efforts in federally funded and tribally governed settings, he understands the regulatory, technical, and operational demands unique to IHS and Title V projects.
Max’s practice is grounded in disciplined execution, systems-level thinking, and accountability through delivery. His focus is on aligning program intent, infrastructure performance, and long-term facility value to serve patients, caregivers, and communities effectively.
